CP-308455 VM.sysprep use watch to detect sysprep running (#6579)

Replace code that loops waiting for an update in xenstore with a watch.
This should eliminate the chance of a race condition. We are introducing
a small delay to give sysprep the chance to read its file before we
eject the CD.
