chore: Add product owner persona and enhanced issue creation tools (#179)

Introduces a new "Product Owner" persona that specializes in creating
GitHub issues by researching existing issues, asking clarifying
questions, and ensuring issues are complete and actionable.

The persona leverages filesystem tools such as `fs_read_file` tool for
reading complete file contents and `fs_grep_files` with better context
handling and result limiting to prevent overwhelming output.

GitHub issue creation is expanded with separate `create_issue_bug` and
`create_issue_enhancement` tools that provide structured templates for
different issue types, including proper validation of labels and
assignees.

New `justfile` commands `issue-bug` and `issue-feat` provide convenient
shortcuts for creating issues using the product owner persona with
pre-configured prompts and settings.

None of this changes any code in JP itself, this is purely leveraging
existing JP tooling to improve working within the project itself.
