pkg/api: refctor to use httpapi composition pattern

- replace manual mux.Router with httpapi.Compose()
- add V1API, VersionAPI, Metrics Api with AddTo() methods
- Standardize as much as possible with go-bits respondwith patterns
- Rename ReturnJSON to ReturnESJSON to indicate it's specific ES requirements
- move utilities to fovused files (response.go, middleware.go)
