Downgrade bigdecimal

sentry-ruby pulled this dependency in, and bundler just (reasonable)
picked the most recent compatible (with ruby) version. Rails doesn't
declare it needs bigdecimal < 2.0.0, which is the version that removed
BigDecimal.new.
