Use DEFLATE to compress URLs sent to the server (#183)

* 🖥️ First stab at testing the server integration

* ⚙️ Add cache, fix build

* ⚙️ Re-enable emacs master

* ⚙️ Use the CI-ready version of the base docker image

* 💪 Support DEFLATE as well as HEX encoding for server mode
