test: improve coverage on Billing context

- Fixed a bug in the return value of `Billing.create_billing_account/2` where the changeset was being returned instead
  of the created billing account (and wrote a test for it).

- Added a test to ensure that `Billing.sync_subscriptions/1` correctly syncs Stripe subscriptions from Stripe.

- Added a test to ensure that `Billing.sync_invoices/1` correctly syncs Stripe invoices from Stripe.

- Added a test to ensure that `Billing.sync_billing_account/1` correctly syncs all Stripe data from Stripe.

- Added a test to ensure that `Billing.get_billing_account_stripe_plan/1` and `Billing.get_billing_account_stripe_subscription_item/1` return nil when passed a nil billing account.

- Added a test to ensure that `Billing.create_payment_method_with_stripe/1` and `Billing.delete_payment_method_with_stripe/1` interface with Stripe correctly in all cases.
