Fix netconfig handling with proper priority setting

Firstly the approach before incorrectly set ignore-auto-dns to true for all
connections when the policy was `auto`.
Second it was a pretty basic approach of only allowing static dns
configurations.
Now it should properly handle the netconfig policy by matching interfaces and
assigning `dns-priority` in NM.
