fix(js): update tests to reflect changes in 2.11.6 behavior for max waiting and heartbeats (#291)

Commented outdated test cases related to max waiting errors as 2.11.6 no longer triggers them for requests with `expires`. Refactored heartbeat and next event handling in consume tests to properly account for updated behavior.
