allow nan in rmse and mae (#170)

### What kind of change does this PR introduce?

* allow nan in `xa.measures.rmse` and `xa.measures.mae`
* Fixed versions in project toml. `make dev` was broken. I see that the
versions were upgraded here:
https://github.com/Ouranosinc/xsdba/commit/c8358b4f8
but nbsphinx 0.9.7, still has a pin <8.2. So pip broke.

### Does this PR introduce a breaking change?
won't return nan if nan in input

### Other information:
because using with station obs.
