chore: change `pyproject.toml` to not use deprecated `tool.poetry` keywords (#334)

* fix: change `pyproject.toml` to not use deprecated `tool.poetry` keywords

this is in preparation to allowing other tools to install dependencies
and run tests in the same environment, as `pyproject.toml` is a
generic file format

* fix: remove carret operator in `requires-python`

prefer `>=` as not all tools seem to support ^

* chore: upgrade poetry version in .github/workflows/ci.yml
