Drop support for Python 2.6, Django 1.6, old DRF

* Drop support for Django 1.6, the last version supporting Python 2.6.
  This removes a code path backporting timedelta.total_seconds().
* Drop support for Django REST Framework 2.6, 2.7, 3.0, and 3.1, leaving
  3.2 and 3.3. DRF doesn't have a supported version policy, and usually
  only supports the latest release.
* Adjust the TravisCI and tox test matrices accordingly
