Switch to case-insensitive-by-default phrase matching

This reverts the backwards-incompatible behavior from a2364a3 so that we
no longer require a semver-major release. This reversion was done
because the case-insensitive behavior is more natural and probably
expected for basic usage of the count_phrases analyzer.
