Release 3.4.0 (#55)

* Implement Holoscan CLI version detection and update the version command output
* Enhance version command output to include Holoscan CLI version detection and handle exceptions gracefully
* Update Holoscan CLI version handling in the version command to return 'N/A' on detection failure
* Update release workflow to install Holoscan SDK and adjust version command output for consistency in the version spec verification test
* Add tests for Holoscan CLI version detection in test_sdk_utils.py
* Update for 3.4.0 GA
