Request pacemaker enable UI (#3586)

* Map pacemaker enable/disable as cluster host operations

* Wire api request for pacemaker enable/disable operation

* Enhance running operations state:
- adding the group id in the item
- add a metadata prop for enrichment

* Enhance running operations selector:
- clean up selector definitions
- allow isOperationRunning to work against lists and single items
- allow isOperationRunning to accept a custom matcher to determine whether an operation is running

* Enhance operations saga:
- make sure that the proper toast message is shown based on the current operations (ie cover cases where we cannot reconcile all informations)
- populate metadata piece of state to support sharper at least partial reconciliation (ie using targets to determine for which specific host of a cluster a cluster bound operation is running)

* Adjust copy for pacemaker enable/disable operations

* Add adequate defaults to OperationsButton

* Adjust components to use newly redefined selectors/state

* Add pacemaker enable/disable operations to cluster details

* Add ASCS/ERS pacemaker enable/disable tests
