feat: add diagnostic command python -m half_orm

- Test peer authentication with template1 by default
- Scan and test all configured database connections
- Display version and configuration directory
- Add connect_timeout parameter to prevent hangs
- Improve warning message for missing config files

Provides one-command installation verification and database diagnostics.
