Ignore crashes likely caused by broken CPUs

Adds logic to filter out crashes associated with CPUs having 'family 6 model 183 stepping 1' and microcode version 0x12b or lower, as these are known to be affected by a CPU bug. This helps reduce noise from hardware-specific issues in crash analysis.
