New configuration flow (#36)

* initial add of new configuration

* Add the initial configuration sink scaffold

Add the first full scaffold of the configuration data-sink. This
version includes a full init/event emission interface along with
getters for all should-be publicly accessible private members
providing a defined read-only interface to consumers of the data.
This scaffold also includes 100% JSDOC coverage.

* Add full implementation of Configuration data sink

Add Configuration data-sink class in its entirety and add
documentation and tests. Update interfaces on associated
components and update tests for those components. Create
shell script to replace package.json script commands - this
should hopefully resolve build issues.

Implement changes suggested on PR:
Change configuration class to be stateless
Change configuration class function properties getProjectNumber and
getProjectId to be async caches/fetches.
Change AuthClient to use the new async properties and scaffold out
AuthClient operations to-be-chained off async properties
Update Documentation

Address feedback from PR notes

Address feedback from PR notes, bump version requirement for
diagnostics so that we can use the get project id method. Add
a `-l` option to the test bash script which allows running
full the unit and integration suites without credential
decryption (must have correct local setup). Update error
messages in Configuration class as per request of PR feedback.
Clean up some style issues from recent PR merges of other branches.
