refactor(recent-comments): split into maintainable sub-components

- Split recent-comments component into focused sub-components:
  - RecentCommentsHeader: handles header section with count and navigation
  - EmptyCommentsState: displays empty state with icon and messaging
  - CommentsList: renders comment items with animations
  - ViewAllButton: pagination button component
- Remove glow/blur effects for cleaner visual design
- Improve component maintainability and reusability
- Reduce main component from 147 to 61 lines
- Each component now has single responsibility principle
