test: disable linting, it is broken

Because of how the .gitignore file was being used as an .eslintignore
file, but eslint not actually supporting all of the syntax that is used,
eslint has never actually looked at most of the code in this repo. By
adding a deps dir that isn't mentioned in the ignore file it tricked
eslint into actually running and now all the lint skeletons that were
hiding in lib and test are coming out to make CI red.
