#1562: Allow the SelectInteraction to take an optional array of layer names. If specifed, selection is restricted to the specified layers, otherwise all layers are selectable.

For full programmatic selection against an observable feature collection, we can pass an empty array, thus allowing for this SelectInteraction to be used in conjunction with Draw, Modify and Snap interactions without pointer event interference.
