add ability to specify Matcher for StaticFilters

The current StaticFilter component uses a setup where the
Matcher is always '$eq'. This PR adjusts the flow to still
default to '$eq', but to allow specifying a different Matcher.
This is particularly necessary for setting $openAt hours filters.
