refactor: remove HOP packager - moved to halfORM_dev

- Remove half_orm/packager/ module and all related code
- HOP functionality now lives in separate halfORM_dev package
- Clean separation allows independent versioning and development
- halfORM focuses on core ORM functionality
- halfORM_dev provides complete development workflow

Breaking change: `hop` command now requires separate installation:
pip install half_orm_dev
