[Utils/StrUtils] Templated split() to avoid code repetition

- Removed toUtf8(std::string) & toWide(std::wstring), which were potentially returning a dangling reference, were unused and technically error-prone
  - It may become an issue in generic code; a better solution would have to be found then

- Updated Codacy's logo in the readme, which had gone missing

- Removed the Dockerfile, which has been unused for years
