Support Binary arguments for len function (#3863)

Issue Description: In Babelfish, when using the LEN() function with binary data types (BINARY) as arguments, it returns incorrect length values.

Solution : To address this limitation, a new system function has been implemented specifically to handle length calculations for binary arguments correctly. This ensures proper length calculations when working with BINARY and VARBINARY data types in Babelfish.
