Support binary to bytea casting (#3859)

Binary(tsql) to Bytea(pg) type casting

The DMS (Database Migration Service) team requires binary to bytea type casting to support their replication and Change Data Capture (CDC) operations. This conversion is necessary for migrating data between Babelfish databases via PostgreSQL endpoints.
This is cherry-pick version in 4_X_DEV from this PR
