feat(types): scaffolding for stronger typing of ApplicationData values (#35)

* drops redundant AppData interface in favor of ApplicationData

* makes ApplicationData extends BACnetAppData to share as much typing surface as possible

* brings in typemap-based value typing from the bacnet-device library

* adds interfaces for reference types to map

* adds strong typings for bitstrings

* linting fixes

* qualifies imports in type.ts as type-only to prevent require/import loops

* uses a map instead of nested ternary conditional for typing the value of BACNetTimestamp

* adds typings scaffolding to ValueType interface

* adds TODOs for next major release

* export bitstring classes
