IGVF-2098 Display counts of each type of file set in the file association graph (#820)

* Display count next to the corresponding legend entry for a file set.
* Add a count in a circle in the file-set color legend.
* Change count to display in the right end of the file-set legend rectangles as white on black text.
* Change colors of the file node and legends to use oklch instead of hex colors. Define new colors for the legend counts.
* Correct comments.
* Allow legend to appear even when the graph has too many nodes to display.
