Squash all commits from #19:

* mws is unable to install postgres libs

perhaps we could split the requirements up into core, platform specific, environment specific (eg dev)

so that we could pip -r requirements.txt (the core libs) -r requriements_<platform> -r requirements_<env>

* gulp in local_settings (if exists; never to be checked in)

* to be copied into the docroot for mws

Includes the virtualenv paths to be used in mws3 setting

* Initial attempt at a setup script

Note if this script is moved (which it probably aught to be) the 'filedir_path' varaible needs reassigning

* travis was unable to run tests - no db

hopefully the settings_local database does not get overwritten by this!

I've been unable to figure out why when DEBUG=False the app returns HTTP 500 codes!! 

Need to figure out why this is the case so that we can set it back to False / remove it!
