Fix `ApplyLayout` with empty layout (#14606)

It's unlikely to ever be useful, but strictly there still is a
well-defined behaviour for `ApplyLayout` on a zero-qubit circuit and
backend.  Previously, the pass errored out falsely asserting user error.
