small fixes to pyemu.helpers.prep_for_gpr(), gpr CI tests, and gpr hosaki notebook.  (#598)

* shortened fname for pickle file dump to satisfy path char limit

* copy over mou bin from template dir into gpr template dir, if it exists

* revise gpr output name to something generic for pickle save:

* add t_d arg to gpr tests

* add in t_d arg and get_pestpp option to hosaki demo, revise prep for gpr to copy over all pp bins

* add jupyter to env:
