Steel CLI updates and adds `doc` options  (#410)

* Adds shell completion to CLI.

* Adds shell completion for shells supported by clap_complete
* Upgrades clap version
* Adds clap_complete depenedency
* Adds aliases to CLI subcommands e.g., steel d == steel doc
* When calling `steel docs` it will use current folder as input
  instead of loading the REPL which was the previous behavior

* Adds documentation on CLI

* minimal install documetnation (taken from repo)
* instaruction to generate bash autocompletion

* adds installation option with cargo
