IGVF-2790 Cache indexer state (#809)

* Update npm packages.
* Add Redis caching to the indexer-state FE server endpoint with a 60-second TTL. Change indexer state polling interval from five minutes to 90 seconds.
* The check for the indexing button to show indexed no longer works well because of the 60-second cache. I now just delay 15 seconds for indexing, and hope for the best.
* Increase the `delayForIndexing` timeout from 15 to 20 seconds, and reload the page after.
* Another try at getting Cypress tests to pass don’t reload the page when checking access-key creation.
