build(docs): Automate changelog generation in CI pipeline (#141)

The changelog is now automatically generated during the documentation
build process using `jilu`. The previous manually maintained changelog
has been replaced with a placeholder that directs users to build the
changelog locally if needed.

This change streamlines the documentation workflow by ensuring the
changelog is always up-to-date when the documentation site is published,
while reducing manual maintenance overhead.
