IGVF-2747 Quality metric object pages (#806)

* Add pages for all quality metric object types.
* Have each quality metric object page show a file table for `quality_metric_of`. Add the section directory to each quality metric object page.
* Add quality-metric list view items.
* For quality metric panels, don’t open links in a new tab anymore.
* Add Jest tests for lib/quality_metric.ts.
* Get full coverage for Jest tests.
* Last small corrections.
*  Remove the summary display. Move the quality-metrics panel above the file-format specification on all file pages.
