Allow to override D3D12SDKVersion (#394)

* Allow to overrider D3D12SDKVersion

Currently D3D12SDKVersion is always D3D12_SDK_VERSION.
But Slang needs to use D3D12_PREVIEW_SDK_VERSION for the variable,
D3D12SDKVersion.

This PR will allow Slang to override the value from
external/CMakeLists.txt
```
  set(SLANG_RHI_FETCH_AGILITY_SDK_VERSION "1.717.0-preview")
  set(SLANG_RHI_AGILITY_SDK_VERSION D3D12_PREVIEW_SDK_VERSION)
```
