fix: Always use `kubernetes.default.svc.cluster.local` as the address of a k8s resource (#670)

## Changes

Regardless of the k8s namespace the Gateway is deployed on, the
`kubernetes` service (represent the API server for in-cluster traffic)
is always on the `default` namespace
