IGVF-2738 File page quality metrics (#799)

* Add quality-metric panel to tabular-file pages.
* Add quality-metric panels to all file objects.
* Remove quality-metric sub-panel border if only one sub-panel exists.
* Refactor the quality metric display method to use arrays of properties that the display component can loop over to display each type of quality metric’s properties.
* Split the properties into two halves to display them in roughly equal columns.
* Fix Jest tests.
* Remove stray console.log.
* Final corrections to comments.
