Introduce the annotate-dicts tool (#3523)

* Introduce the annotate-dicts tool

The annotate-dicts tool adds or update the
`ssp.kubevirt.io/dict.architectures` annotation in each
DataImportCronTemplate object in the dataImportCronTemplates.yaml file,
with a comma saperated list of supported architecturtes.

The list is fetched from the image manifest.

Added new Makefile target for this.
