Change Emacs `kivy-mode` parent mode to `prog-mode` (#9051)

Kivy mode was previously based on fundamental-mode, which had the effect
of not running any functions attached to prog-mode-hook, which is where
most programming oriented minor modes recommend being activated. I can't
imagine any reason that a programmer would want vastly different modes
in python vs. kivy mode, so changing kivy-mode's base to prog-mode
ensures programmers don't have to bind all the same minor modes to the
kivy-mode-hook that they already have bound to the prog-mode-hook.
