Update CI (#611)

* update CI workflow and extract OBS jobs into dedicated one

* add image_name

* copy release workflow from the web repo

ideally we would turn this into another reusable workflow, because it's
almost the exact same except a couple of lines, but extracting these is
non-trivial, so I'm postponing.

* fix workflow url

* fix job dependency tree

the api bc check only makes sense in a PR, so it shouldn't be a hard
requirement of following steps

* add var to switch deploy-demo job off

* add missing release drafter config

* try RHAI_RUSTLER_FORCE_BUILD usage to see if it triggers the rust toolkit

* try global level variable

putting it just for mix.compile doesn't do anything

* add rust toolchain to deps phase

* use the default flag to avoid system override

* change cache key

* extract dependency build into reusable workflow and add rust toolchain
