* Fix cnao const name

The `networkaddonsnames.OPERATOR_CONFIG` constant was changed in cnao to
`networkaddonsnames.OperatorConfig`, and broke the compilation.

Changed to the new const name.

* Remove the namespace from the NetworkAddonsConfig CR

The NetworkAddonsConfig CR is cluster scoped and the namespaced ignored
anyway. There is no point to set namespace for this CR.
