feat: add decoder for LI.FI diamond (#2573)

Adds a new `LiFiDecoded` with methods to determine the type of transaction, and decode their function data:

- Add LI.FI decoder with methods inspired by their [`CalldataVerificationFacet`](https://github.com/lifinance/contracts/blob/ff6db3da3/src/Facets/CalldataVerificationFacet.sol)
