Fixes issue #192: CLI certificate info have limit 500 cert

This will call Gandi API to filter by cn and by altname instead of
just using a list with items_per_page: 500 as it don't work for
people having more than 500 certificates.

Refactor cert module code to improve usable_id method and reduce
number of api calls made.
