Native: unify hardfork enabling checks across native contracts (#3943)

We have ApplicationEngine.IsHardforkEnabled method that should be used
across all native contracts to check if hardfork is enabled. This change
is compatible with the public networks and won't cause forks (even
potentially), so it's just a code style unification.
