Fixed PicardShooting so that it now works with vector-valued states. (#1177)

* Multiple shooting update comp fixed to work with vector-valued states.
Updated birkhoff function so that the first row of the birkhoff matrix is exactly zero.
Previously, slightly non-zero values in the birkhoff matrix could include nearly zero values when searching for nonzeros.

* forward derivatives are almost there for birkhoff_picard_udpate_comp

* picard iteration forward mode works with vector valued states

* Picard now works with vectorized states.
