* Enhance testing framework for S3 file validation

- Updated `pyproject.toml` to include a new pytest marker for tests interacting with S3, improving test organization.
- Modified GitHub Actions workflow to skip tests marked with 's3' during unit and integration test runs, ensuring smoother CI/CD processes for environments without AWS credentials.
- Added comprehensive tests for validating both valid and invalid FASTQ files from S3, ensuring robust error handling and validation accuracy.
- Implemented checks for AWS credentials before running S3 tests, enhancing test reliability and user experience.
