IGVF-2195 Date-range facet (#781)

* Add a release_timestamp facet. Use the “react-date-range” npm package to present the date selector.
* Fix type error in last commit.
* Fix issue with stale state in the modal causing the wrong dates to appear in the date-range selector. Update the name and functionality of a date library function.
* Display formatted facet tags for date ranges. Fix `formatLongDate()` to ignore time zones.
* Handle “gt:” and “lt” query-string elements.
* Switch to narrow date picker because none of these support responsiveness. Style to work in dark mode.
* Add Clear button to date-selector modal.
* Set measurement set creation_timestamp  to use the date-range facets and tag labels.
* Get library files to pass Jest tests.
* Get full coverage for date-range-terms facet.
* Comment update.
* Get full Jest coverage for the date-range-tag-label.
* Correct comments. Fix a time-zone adjustment bug.
* Make the modal fit the width of the calendar.
* Try to interpret single dates and wildcard dates.
* Fix Jest tests with dates to compare without using the time zone. Fix `stringToDate()` to really not take time zones into account.
* Correct comments. Change `formatLongDate()` to use dateFns instead of my own thing.
* Make the date-range selector as accessible as possible.
* Use date-fns-tz to convert Date objects to long date strings.
* Move Clear button from modal to facet.
* Make the Jest tests for the Reset Date Range button pass.
