Update MsTeams transport to disable channel on 403 response

According to Microsoft, Office 365 connectors stopped working
on January 31, 2025 [1].

But some webhooks still seem to  go through with
HTTP 200 OK response (no idea if they get posted to channel
or not). So I'm not 100% sure connectors are completely dead
for all customers.

Rather than disabling or deleting all MS Teams channels, with this
commit, we are disabling channels when posting a webhook results
in HTTP 403.

At some future point though I will get rid of this integration
(code, tests, etc.) completely.
