Why these changes are being introduced:
* Updating lambda and sidecar CLI to support providing an inventory CSV

How this addresses that need:
* Add inventory CLI command and corresponding CLI test
* Remove validate-all command
* Add inventory function to lambda and corresponding unit test
* Add generate_result_csv_response function and corresponding unit test
* Rename generate_result_response > generate_result_http_response to align with new CSV response
* Add ADR regarding the app's scope
* Update README.md
* Update dependencies
