* RT-1.27 : Fixing script issues seen after recent changes

Following changes are made -
  1. Fixing the usage of 'deviations.SetMetricAsPreference', i.e. when this deviation is set true, script should configure the Preference with Metric value.
  2. Restoring the original static route as per steps in readme, which make traffic validation possible.
  3. Fixing 'validateLearnedIPv4Prefix' and 'validateLearnedIPv6Prefix' to validate rejected-route when 'shouldBePresent' is set to false.

* Updating ondatra version to 0.7.0 for set-med-action support

* Removing unwanted sleep

* Removing table_connections_unsupported deviation and all script changes related to that

* - Removing not-required deviations: explicit_port_speed, aggregate_atomic_update, skip_bgp_send_community_type
- Cleaning code used by use_vendor_native_tag_set_config deviation, which is removed.

* Fixing conflict

* Updating for OTG route update issue otg/issues/31
